Return to PSL Plan

Physical Science Laboratory (PSL) as part of New Mexico State University (NMSU) is committed to the health and safety of all our employees. As we navigate our way through the present pandemic, PSL remains in constant communication with the university officials and with state officials regarding best management practices for COVID-19. We recognize that vigilance and flexibility are needed to adapt to a rapidly changing situation.

PSL is following the overall plan developed by NMSU Research to bring the PSL employees back to work in a measured and safe way. The New Director of PSL has been working with various teams to lead the return to PSL effort. All PSL employees are expected to be back to their normal work locations whether it is at Anderson Hall or otherwise on Monday, July 20th, 2020.

  1. Please follow the links provided to understand employee and visitor expectations including social distancing and face mask usage outlined by NMSU and the State of New Mexico before returning to work.
  2. Upon arrival at Anderson Hall lobby, everyone will be asked a couple of questions by security, and they will be required to use hand sanitizers and face masks. If anyone does not have a face mask, they will be provided with one. New hand sanitizer dispensers have also been installed throughout the building.
  3. Please follow the signage provided throughout the building.

As we prepare for the next phase of returning to work, the University initiated a mandatory online course on NMSU Training Central. This course is NMSU's protocols to return to work following the Covid-19 pandemic. Following these protocols will ensure you, coworkers, students, and the university community will be safe upon returning to work.

  1. Go to: https://trainingcentral.nmsu.edu
  2. Enter you myNMSU username and password to login.
  3. Go to the Search box on top of your home page.
  4. Enter "Return to Campus" in the search box

  • The main entry double-doors will be the primary entrance into Anderson Hall. The Anderson Hall back gate will follow the same protocol as the front entrance.
  • For those with physical impairments, the handicap entrance will continue to be designated as both the entrance and exit. But will be the main EXIT for egress out of the front lobby during regular business and after hours.
  • Upon entering the building, designated signage will be posted that badged employees and tenants enter proceed in the lane straight to the area where the hand sanitizer pump and reader on the passenger elevator is located. Visitors will enter and follow the designated direction to process in at the front desk.
  • Prior to entry all individuals (staff, visitors, vendors, contractors, etc.) will be asked a set of screening questions. Individuals who answer YES to any questions on the screening questionnaire or refuse to participate in the screening process may be denied access to the facility.
All employees, tenants, and visitors will observe to remain at least 6 feet away from the front desk when in the lobby.

General social Distancing Guidelines
  • There will be a PSL front desk guard wearing a mask at the front desk to greet you.
  • Signs are installed throughout the front lobby and within the Anderson Hall with instructions and reminders about social distancing.
  • Please use the stairwells when possible rather than the elevators. The passenger elevator will be limited to one person at a time. Two persons are authorized in the freight elevator.
  • When passing in the hallways in areas such as the basement, first floor and second floor, please maintain as much social distancing as possible. The CDC recommends to be 6-feet apart.
  • Restrooms will be designated to be used by two people at a time; signs indicate the number of persons in each restroom.
  • We ask that you only access the shared kitchens at the times designated for certain areas. Depending on the size of the kitchen, limit to one person at a time.
  • The Anderson Hall patio and snack bar will be designated to have no more than 5 people at any one time. Tables and chairs will be limited to encourage social distancing in both areas.
  • Conference Room usage will depend on the Phase and will require all employees adhere to the social distancing standards and number of people allowed to meet those standards. PSL will maximize the use of virtual meetings (video conferencing) until Phase 6.

Operations Phase Summary

PSL will follow a phased approach to returning personnel to on-site operations. Change of phases will be determined using data from the CDC and guidance from state, local, the university administration policies and our customers.

Phases 1 – 2:

  • Design, development, production, and testing deemed national security is allowed
  • Staff and technicians must be approved by management and added to limited access list
  • 40%-70% of workforce onsite
  • Essential business travel requires PSL Director Approval
  • Visitors limited to those critical to the PSL mission, must follow all guidelines, and subject to approval by the PSL Director
  • No face to face meeting larger than 4 employees and social distancing required

Phase 3 (Current):

  • 100% of PSL workforce return to work unless officially approved for Alternate Work Arrangement
  • Access list no longer utilized
  • Essential business travel requires PSL Director Approval
  • Visitors limited to those critical to the PSL mission, must follow all guidelines, and subject to approval by the PSL Director
  • No face to face meeting larger than 4 employees and social distancing required

Phase 4: TBD (Per State and University Guidance)

  • 100% of PSL workforce return to work unless officially approved for Alternate Work Arrangement
  • Access list no longer utilized
  • Essential business travel requires Division Director Approval
  • Visitors limited to those critical to the PSL mission, must follow all guidelines, and subject to approval by the Division Director
  • Face to face meetings limited to 10 employees and social distancing required

Phase 5: TBD (Per State and University Guidance)

  • 100% of PSL workforce return to work unless officially approved for Alternate Work Arrangement
  • Access list no longer utilized
  • Essential business travel requires Division Director Approval
  • Visitors limited to those critical to the PSL mission, must follow all guidelines, and subject to approval by the Division Director
  • Face to face meetings not limited but must maintain social distancing

Training Package

This training document is intended to provide a general overview of practices for preventing infections as NMSU/PSL staff resume on-site activities. The COVID-19 situation in our community remains dynamic, and PSL recognize that not everyone has the same risks due to variations in individual health status and the workplace environment. Our guiding principle is that the health and safety of all students and staff is the highest priority.

Environmental Health Safety & Risk Management (EHS & RM) provides training to help improve the working environment of NMSU/PSL, as well as ensure compliance with regulations related to safety, health and environment protection.
