Eric Sanchez

PSL Director 

Retired Army Brigadier General Eric L. Sanchez led White Sands Missile Range from August 2016 up until his retirement, overseeing the Department of Defense’s largest fully-instrumented open air range. He is a 1987 NMSU distinguished military graduate and earned Masters of Science degrees from Central Michigan University and the Naval War College in Rhode Island. Sanchez, joined PSL in October 2019 as deputy director. He succeeds Jim Chavez, who stepped down as director in June 2020. Sanchez manages a growing multidisciplinary organization of over 150 employees and contracts totaling $15-20 million annually.

Henry M. Cathey, Jr. is the Aerospace Division Director at Physical Science Laboratory (PSL) and serves as the Director of the FAA approved NMSU UAS Flight Test Site. His responsibilities also include support for scientific ballooning, Unmanned Aircraft Systems, other suborbital efforts, and PSL Business Development. He has worked for PSL for over 25 years with his core concentrations focused on research and new technology implementation and has leadership experience in managing a staff of engineers, R&D efforts, test programs, projects, and flight campaign efforts.

Joanne Esparza

Division Director Information Sciences & Security Systems

Joanne Esparza serves as the Director for PSL’s Information Sciences and Security Systems managing our efforts around electronic warfare, countermeasures, and cyber-security. Joanne joined the PSL team in 1979, and has served in various capacities to include PSL Deputy Director and Director. Joanne, earned her Bachelor’s in mathematics from Stanford University in 1974.

Margaret Campos is currently the Director of Telemetry and Missile Systems (TMS).  She oversees multiple contracts that support various research and design applications in the field of communication and telemetry, as well as the TMS Internal Service Center that manufactures flight and ground systems for the PSL Telemetry Product Line.

Dr. Marcella Shelby joined PSL as the Strategic Initiatives Officer in August 2020. As SIO, Marcella oversees business and economic development initiatives, and student programs. Marcella brings over 20 years of experience working in community and economic development. Marcella holds a Doctorate in Economic Development from New Mexico State University, a Masters of Public Administration and Bachelors of Science from Texas Tech University.
